Apply for a Development Application

To get started with Citywide, you will need to create an account using a valid email address.

1. Go to the Citywide Portal at https://citywideportal.com.
2. Click on “Signup” in the top right of the page.
3. Provide your email address and create a password.
4. Click ‘Signup’.
5. Citywide will send an email to the address you have provided.
6. Open the email and complete the registration.

The next time you visit the site, login using your email and password.

1. Login to the Citywide Portal at https://citywideportal.com.
2. Click on ‘Development Applications’.
   • The first time you log in, you will be prompted to complete your profile. Once your profile is completed, press ‘Update User” and return to the Home Page by clicking on ‘Home’ on the top left of the page.
3. Click ‘Start Application.’ If you have submitted other applications in the past, click ‘New Application’ in the top right of the page.
4. Choose ‘Town of Comox” then click apply.
5. Complete Project Name, e.g. Oliver Street rezoning, click next.
6. Provide the Address(es) that are subject to the application.
7. Complete contact information and add role – you always need to add a property owner, and authorized agent if applicable. Click add contact for each role when completed.
8. Choose an application type from the drop down, click next.
9. Fill in the proposed development (ie, thirty-unit apartment) and the existing use of lands (ie, existing house to be demolished) as well as the remaining fields, click next. 
10. Upload your documents. To upload, click the upload button, drag and drop your document, enter a description, click add attachment for each document. The required documents at time of submission are indicated, and additional items may be requested by Staff during the submission review. 
11. When all your documents have been uploaded, review the Final Summary, read the declaration and type or draw signature and then click Submit.

Processing times for development applications can vary depending on the complexity of the proposal and the number of required review steps. All applications are referred to internal departments and external agencies, and more complex proposals may be reviewed by the Town’s Development Review Team (DRT), which includes Planning, Engineering, Public Works, and the Fire Department. Timelines also depend on whether the application can be approved by the Director of Development Services or requires Council consideration, as well as the scheduling and number of Council meetings needed. Public consultation requirements and the completeness of the submission, including how quickly applicants respond to identified deficiencies, can also influence overall timing. In general, when an application is complete and outstanding items are addressed promptly, the Town strives to process most planning applications within 2–3 months, while rezoning applications and Official Community Plan amendments typically require 3–6 months.
